Launch of Virtual Consultations of the Moroccan Commission on National Dialogue & New Constitutional Prerogatives for Civil Society Organizations of Moroccans Residing Abroad
The existing mechanisms of Diaspora engagement, while positive, are insufficient if not integrated in a broad-based strategy, premised in an inclusive legal framework for positive engagement. In this context, the Moroccan Commission on National Dialogue & New Constitutional Prerogatives http://hiwarmadani2013.ma launches Virtual Consultations of the Moroccan Commission on National Dialogue & New Constitutional Prerogatives for Civil Society Organizations of Moroccans Residing Abroad. This represents an unprecedented opportunity to encourage dialogue with civil society of Moroccans Residing Abroad on the implementation of the constitution to promote a strong and fair lawmaking process, and, ultimately, greater confidence in the constitution as a blue print for future legislative reform through inclusive participation.
The launch of the questionnaire encompasses a wide spectrum of the civil society organizations of Moroccans Residing Abroad from Europe, Africa, North America… to promote the enhancement of an enabling environment for their engagement, including organic law development, and active participation in this consultative process. As such, this virtual scoping exercise will inform the reporting to the National Commission on focus areas that ought to be priorities for the development of the organic law for public participation of Moroccan civil society inside and outside the country.
This landmark initiative for Morocco-which has the potential to empower Moroccans, in their home country and abroad- to participate in policy-making, through mechanisms of civil society public consultations and dialogue could inspire concerted actions and meaningful progress in wavering a new era of participatory rule of law in Morocco. The feedback of Moroccans Residing Abroad community groups and members is quintessential to ushering this consultative process.

Background
The 2011 constitution opens space for greater participation of civil society in drafting legislation, submitting petitions, and partaking in the evaluation public policies. This, particularly, important as the constitution tackles the rights of the Moroccan community Residing Abroad. As the number of Moroccans living abroad increases, the need to bring them under the protection of the constitution becomes essential.
